Which WCAB cases are available to
EDEX?
All WCAB case information is located in
a central database in Sacramento. All local WCAB offices are
linked to the central database. WCAB files that were
physically located at a local WCAB office at the time of
implementation (1988 – 91) are in the system. Any WCAB case
that has been retrieved from the archives, for any reason, is
also in the system regardless of case status or
age.
The local WCAB staff utilizes the DWC database for
tracking all case activity including appearance calendar
scheduling. The official mailing list of parties and lien
claimants is also maintained in the DWC data
system.
How do I get started using
CompData?
The following is a checklist of
setup items that should be implemented to receive maximum
performance from CompData. Items in bold are
mandatory.

How do
I get Help on the use of CompData?
Simply
press the F1 key on your keyboard and a help will appear
immediately. CompData presents a copy of the exact screen on
which you were just viewing. Just click on any field you
choose and a message will appear instructing you what to do.
If there is more information available, the word will be
highlighted in green. Click on the word and more information
will be provided for you.
What information will
an Inquiry yield?
EDEX subscribers will
receive a predefined set of case information as a result of
placing an EDEX Inquiry. An Inquiry by social security number
will yield the following information for each WCAB case in the
DWC data system associated with that social security
number.
- Applicant Name - Body Parts Injured -
WCAB Case Number(s) - Five Most Recent Case Events -
WCAB Venue - WCAB Case Status - Dates of Injury -
Date of Birth - Official Party List to include Lien -
Claimants - Gender - Injury Type
The above
information will be returned on all cases associated with the
social security number requested no matter what the status or
age of the case. The case events consist of 56 different case
activities tracked by the WCAB. These include all Orders, past
hearings/conferences, DOR filings and C & R’s
submitted.
All EDEX inquiries are limited to a social
security number or a specific WCAB case number. The above
information will be returned for a specific case if an Initial
Inquiry by WCAB Case number is filed. All cases will be
included if requested by social security
number.
How do I continue to receive future
case activity?
After placing the initial
Inquiry by SSN you may place a Resident Inquiry with EDEX. A
Resident Inquiry will result in the receipt of ongoing case
events as well as all hearing notices. These notices will be
received electronically each evening and will include all WCAB
case events and appearance calendars taking place at the WCAB
each day.
The case event information received refers
again the 56 different case events to the DWC records.
You will not receive any other information from a Resident
Inquiry other than new events and hearings recorded subsequent
to placing the Resident Inquiry. If a future hearing date was
scheduled prior to your filing of a Resident Inquiry it may
appear as an Event. When this occurs CompData will
automatically convert the event to hearing information in the
Hearing screen. This type of inquiry will remain on file until
you withdraw it from the EDEX system.
Lien claimants
who have filed an Extended Lien should not file a Resident
Inquiry because the Extended Lien performs the same function
as the Resident Inquiry. All case activity and hearing notices
will be received for all activity after the Extended Lien is
filed.
How do I receive notice of future case
openings?
By placing a Pre-Application Inquiry
you will receive all case information for any new WCAB case
opening associated with that social security number.
Frequently this type of inquiry is filed as a companion to the
Inquiry by SSN. When you have been notified of a new case
opening, the same information regarding that case will be sent
to you as an Inquiry by SSN. This type of inquiry will remain
on file until you withdraw it from the EDEX system.
What if I have a WCAB case number but not a
SSN?
Filing an Initial Inquiry by WCAB case
number will yield the SSN contained in EDEX for that specific
case. CompData will create a File/Claim reflecting the
information received with that specific case number. To
receive all WCAB case information associated with the SSN, you
should then file and inquiry by the SSN
received.
What is an Electronic
Lien?
Lien claimants must file and Inquiry by
SSN before filing an EDEX electronic lien. Only after
receiving the inquiry results can you file the EDEX electronic
lien. The information received from the EDEX system as a
result of your Inquiry by SSN is used to complete your lien.
EDEX electronic liens are filed by specific WCAB case number.
An EDEX electronic lien automatically places your firm in the
DWC official party list as a lien claimant along with the
dollar amount and type of lien filed (see the official party
list at the WCAB). The electronic lien filed with EDEX
replaces the necessity of serving the WCAB with a paper lien
document. The local WCAB offices are requesting that you not
mail a copy of your lien with the supporting documents,
instead keep a paper copy in the hard file so when making an
appearance, if it is requested, you can present a paper copy.
You are required to serve all additional parties. CompData
makes this easy by providing you with a proof of service and
mailing labels for the additional parties.
How
do I update a lien amount of a previously filed EDEX
electronic lien?
Once you have filed your lien
electronically, updating it is easy. Simply go to your
originally filed lien; click on the EDIT button. Type the new
amount over the original amount entered and click on the Save
button. As with the original lien, after updated lien has been
transmitted and received, you can print it with the Proof of
Service and mailing labels.
How do I send
Inquiries or Liens to the DWC?
The preferred
method of transmitting inquiries or liens is to utilize the
CompData Overnight Transmission feature. This feature will
cause CompData to automatically transmit inquiries or liens to
the DWC during the non-prime time period (after 5 p.m. and
before 5 a.m.), greatly reducing transmission costs.
Alternatively, you may also manually transmit to the DWC using
the Send & Receive function under the Transmission
menu.
Is there an easier way to enter all of my
SSN’s?
Yes. Many companies have opted to file
their initial inquiries by SSN’s using the CompData Mass
Upload program. The Mass Upload program allows you to transfer
data from other computer sources to create CompData inquiry
records automatically. The Mass Upload will allow as many as
5000 inquiry requests to be made at one
time.
What does it mean when my inquiry or lien
is pending? And if it is pending can I make changes to my
inquiry or lien?
From the time you have placed
your inquiry or lien to the time you have received a response
from the DWC your inquiry or lien will show as pending. You
can make any changes you wish until such time as you have
transmitted your inquiry or lien to the
DWC.
How do I add an additional
client?
To receive a new client ID or Lien
Claimant ID you must receive the assignment of the new
ID from the DWC. Contact our office or the EDEX
Administrator at 415-703-4600 and request a new EDEX Client ID
List will get the process started. Under no circumstances
should you just make up a number and enter it into CompData.
The same is true for all DWC assigned numbers.
How do I close or delete a
file/claim?
When you choose to close or delete
a file be aware that you will loose all of the data collected
from the DWC to date. Should you have cause to re-open the
file, you will receive the data current to the time of
re-opening. To close or delete a file, all ongoing requests
must be withdrawn. This includes Pre-Application Inquiries,
Resident Inquiries and Liens. If you have set Automatic
Inquiries, the dial must be reset to zero. Once all of this
has been sent and a response received, you may delete the
file/claim.

How do I use the Overnight Transmission
feature?
From the Main Menu select the
Transmission menu. Choose Setup Overnight Transmission. Turn
Overnight on by clicking the “On” button. Next determine the
time you wish to send and receive your data. It is recommended
that you send your data anytime between 5:00 p.m. and 6:30
p.m. Transmit after 5:00 p.m. during non-prime time (cheaper)
but not after 6:30 p.m. as it may not reach the DWC in time
for processing. Receiving must be at least three hours after
the send function. Anytime after 10:00 p.m. is good for
receiving (but not after 2:00 a.m.). When you have completed
these settings, just Save and Exit. If you click OK the
program will complete leaving you in CompData. You will know
it is on as it will place an icon on your screen (Windows 3.1)
or appear on the start bar (Windows 95). When you leave your
desk for the night, make sure you have left your computer on.
(You can turn off the monitor) Also, if you are using CompData
on a LAN, make sure no other workstation is running
CompData.
How do I know what information has
been received from EDEX?
Each time an
individual user logs into CompData a Case/Event/Hearing
notification list will be available to view or print. This
list will detail by applicant name the type of information
received since the last time the user logged in to
CompData.
Most reports utilize the same criteria
selection process to create any type of report you desire. You
may include as many criteria as you wish to narrow the scope
of the data you want reported.
How do I know
that the Inquiries and Liens I filed received a response from
the DWC?
To verify that you have received a
response from each of your inquiries and liens, simple go to
the file/claim screen and check to see if the word “Pending”
still appears under the “Last Inquiry Date” field for
inquiries and then go to your lien under “Lien Action” button.
If the print function is not available you did not recieve a
response. You can also create an Inquiry Report and a Lien
Report from the Report Menu by entering the date range you are
checking.
How do I receive hearing notices and
case event notices on several cases listed in a
record?
If you are using the lien version of
CompData, select the case number you desire and then file your
EDEX lien with that case selected. Make sure you have selected
the Extended Lien option.
If you are not using the lien
version (inquiry only) select the case number and go to
Inquiry Action; select by WCAB case and file a Resident
Inquiry. You will now receive notice of all hearings and
notice of case activity that occurs subsequent to the date of
filing the Extended Lien or Resident
Inquiry.
Can I edit information on the
File/Claim screen?
Any data that has been
returned from the WCAB can’t be changed. Only data you have
entered can be changed. Although you may have entered the SSN,
after receiving an inquiry response, the SSN can’t be changed.
The user defined fields, your file/claim number, and applicant
name can be edited at any time.
Is it necessary
to enter the applicant name?
All that is
required to create an inquiry is the SSN. If you have not
entered the name when creating an inquiry, the name in the DWC
data returned will be placed in the name field. We highly
recommend that you always enter the name because the DWC data
may differ from you data in terms of exact
name.

CompData?

Modems & Transmission
How do I
setup my modem if it is not on the CompData compatible
list?
Check with the modem manufacturer, or
read your modem documentation. You must have a Hardware Modem
(not a winmodem or softmodem) with the following set in the
init string:

ON
V.92 OFF
For a modem to be compatible, it
must meet the following specifications:
Hardware Modem
- the modem must have a controller chip.
The modem must
have an AT Command Set with full documentation.
We
recommend using name brand modems so that we can access
documentation if needed.
The following modems are known
to work:
US Robotics - All External modem
models
Us Robotics - Internal modems with a hardware
controller chip (ie not the Winmodem models)
The
following modems do not work:
All Connexant models - no
controller chip.
All ModemBlaster models - no
documentation.
Any modem labeled as a WinModem - no
controller chip.
Any modem labeled as a SoftModem - no
controller chip.
Will CompData work with a
network modem or modem pool?
No. CompData
requires a modem on one of the workstations. One workstation
will do the transmissions for all CompData users.
Does the workstation I use for transmission
need to be dedicated?
No. Transmissions only
need to be done once or twice a day. At all other times, the
workstation can be used for any other purpose.
How do I obtain the phone number for CompData
to dial?
Your software will come with the
phone number already configured. If the phone number does not
work as provided, call the Technical Support Department at
CompData.
Will CompData work with an ISDN
phone line?
No.
I need to
dial 9 to get an outside line with my modem. Will this work
with CompData?
Yes. Use the CHANGE
PASSWORDS/PHONE NUMBER option on the TRANSMISSION menu to
enter the code you need for an outside line.
